The MCD and the Special Apprehensions License

The Bareillian National Police Department, when confronted with the growing phenomenon of so-called "superheroes" and "supervillains", first tried to prosecute them all as vigilantes and criminals. However, as time went on, the BNPD realized that this wasn't going away any time soon, so they adopted a new strategy to deal with it.
First, the BNPD created the Metahuman Control Department, a special department tasked with interacting with and keeping tabs on the various meta-vigilantes and meta-criminals that were popping up. They are afforded the very best in technology and training the BNPD can afford, due to the high-risk nature of their work. The MCD are fully public, and have a direct hotline the public can call in the case of meta-criminal attack, at which point the MCD will contact the closest meta-vigilante and ask them to handle it.
The "Super License", however, is the most important part of the MCD's work. Technically named the "Special Apprehensions License", it operates in a similar manner to a bounty license, but has an anonymity clause. The MCD requires that all meta-vigilantes disclose their identities to the MCD before being given a license. If the meta-vigilante expresses a desire to remain anonymous, this information is placed under heavy lock-and-key. If not, nothing special is done with it. The license also requires the vigilante to give the MCD a way to directly contact them in case of a meta-criminal event.
Once in possession of a license, meta-vigilantes are granted full powers to conduct apprehensions and arrests of criminals. They are also entitled to "bounties" for criminals they bring in, a cash reward devised as an incentive for meta-vigilantes to get licensed. However, being a card-carrying hero also might mean being called in to testify in the place of an arresting officer.
