Noah sat on top of a building as he waited for his target to pass by. This area was territory of one of the three rival gangs that were tearing up the city and hurting anyone without care. The same gang he attacked a night ago. There weren't anyone around this part of town this time of night so it would be ok to go all out.
As as a series of three cars with their gang symbol drove down the street they were met with a teenager dropping down in front of the front car and a explosion of eletricity. The explosion caused the front car to be sent up into the air and down on the middle one.
The last car stopped in its tracks, but before the men inside can shoot they were met with lightning bolts being sent at them.
"That really is hard on the knees."
Noah said in a low volume to himself as he was in the process of binding the gang members to the ground with electricity charged binds on their limbs.

The roar of a classic muscle car cut through the night, as Rhea pulled up in uniform. Normally she'd have been riding an MCD motorcycle, but she wanted actual heat. Even if her personal vehicle was a convertible. She'd finally found her electrokinetic meta, after chasing him for almost a week. He seemed... smaller than she imagined. A teenager.
"Freeze." Rhea drew her gun as she got out of the car, the bigger one. She didn't really know for sure if she needed it, but she wasn't about to take any chances with this one. He seemed to be on her side given his targets, but she'd learned not to assume such things.

Noah was in the middle of picking the pockets of all the thugs he just finished taking down. He just made a easy 300 dollars in the matter of 3 minutes of fighting. He was in a pretty good mood until a local office put a gun to him. Was this really happening. It better not be. "Really miss?"

"This could go one of two ways. I arrest you for meta-vigilantism and throw you in Forrester, or you come with me and we get you a Special Apprehensions License and you can actually start earning money for the work you're doing." Rhea kept her gun leveled at him. "This gun could put a hole in you the size of a basketball, unless you have unbreakable skin. I would not recommend testing my reflexes."
She really, really didn't want to shoot this kid. But he was a meta, clearly, and he was dangerous. If he was going to operate in her city, kill people and knock out others in an attempt to leave them for police, she was going to make damn sure he was properly licensed. Otherwise, someone else might ACTUALLY shoot him.
(((Also, the country operates on euro, not dollars. We are kinda sorta in Europe.)))

The officer only got a "not impressed" look from Noah's face while he stood there unfazed by her actions. He was half expecting something like this to happen, but on a much larger scale of officers then just one. So this can mean one of two things. One, she is a rebellious sort of cops that likes to go againest the protest of her bosses or she was one of the best in the force. Either way this wasn't gonna lead to a fight.
"Or instead of arresting me you can take these guys to a prison cell downtown for their gang related activities and I go home and hopefully never see your face again."

"You and I both know I can't do that. I will take the gang members in, but I can't let you simply continue to operate unlicensed." Rhea kept her stance. If a fight did start, hopefully she could get a shot off before this kid could close the gap. She did a few quick calculations in her head. "If you sign up right now, I can accredit this bust to you. That'll get you 1500 euro, possibly more. Sign up and you could be paid for the work you're already doing."
