Physical Description: Rhea is a pretty imposing person. She's usually got her blond hair pulled up in a fairly simple updo, but is not opposed to letting it down when off-duty. On-duty, she's always got her MCD uniform on, consisting of black combat boots, black pants, a black short-sleeved shirt and a dark blue jacket strongly resembling a military jacket. Her sidearm is in a shoulder rig under her jacket, and her shield is always in her pocket. When she's not on duty, she'll let her hair down, and will generally change into slightly nicer shirts. If it's a special occasion, she'll wear a sundress. If it's a VERY special occasion, she'll wear evening gowns.
Personality: Rhea is a fairly no-nonsense person, generally coming off as very humorless and focused. The job always comes first, and a good indicator of when Rhea's in job mode is if her hair is pulled up. She doesn't joke, she generally doesn't make threats, and her only facial expressions are "blank" and "grimace". If a meta-criminal attacks, she will do her level best to get any nearby civilians to safety before trying to defuse the threat, a quality that has been used against her in the past. Despite this, she keeps it up.
Despite this, Rhea does like to have fun and every now and then. When she's not on duty, generally signified by letting her hair down, she's a very friendly and welcoming person. She generally takes a second to warm up to people, but once she's familiar with someone, it's like they're family. She will do anything for her friends.

Weaknesses:
- Despite her badassery, Rhea is still a normal human. A well placed bullet or blow can knock her clean out of a fight and maybe even kill her.
- She's a bit limited by protocol in some instances. She is still a police officer, so she can't just go chasing criminals willy-nilly.
- She tries to get any nearby civilians to safety first.
Other Equipment:
- Her sidearm, a customized monster of a gun to the point that "hand cannon" would be a better word for it. She had it commissioned specifically to have as much stopping power as possible in a package that could be still be considered a sidearm, and she mainly uses it against metacriminals who, most of the time, would treat bullets as a minor annoyance. She also keeps a second gun, a regular nine-millimeter pistol, for non-meta criminals.

History: Rhea was born an Army brat, the granddaughter of none other than Grayson Stone, AKA Justice, Bareillia's first super hero. From a young age, she was expected to take after her father Mark and join the BNPD Metahuman Control Department, something she was entirely okay with. Her father started teaching her to shoot and box as soon as she entered elementary school, and by the time she was in middle school, she was pretty much an old pro. At this point, her father began teaching investigative skills, imparting his wisdom onto her. During the summer, he'd even bring her in to the MCD and let her hang out with the officers there, getting a feel for the place.
As soon as she graduated high school, she entered the Bareillian National Police Academy, graduating with significant honors fourth in her class. She applied and was accepted to the MCD, entering the force a year after her father retired. She settled in quite smoothly, having been effectively living the life for a long while already. And then she got famous.
In her third year with the MCD, she was performing a routine check-in with a meta-vigilante by the name of Hunter, when she was drawn into a fight between Hunter and a meta-criminal, Current. After quickly evacuating nearby civilians, she turned back to see that Current had managed to defeat Hunter and kill him. Thinking quickly, Rhea shot a nearby water-pipe, causing Current's electrical gloves to short out and knock him out. Rhea arrested him, and became one of the first non-meta individuals to successfully apprehend a meta-criminal.
Her new fame got her promoted to Chief Investigator, and she leveraged it to commission her sidearm from Larkin Applications on the MCD's dime. She has since used it to apprehend two more meta-criminals in the intervening years, Delilah and Magnifique, gaining her even more fame. It would be quite justified to call Rhea the face of the MCD at this point. She doesn't much mind; the reputation she's gained often does her job for her by now.

Sample RP: Rhea knocked on the door, and it opened to reveal a rather frazzled young man, no older than 20. It took him a moment to realize who was standing at the door, and by that point, Rhea had already gotten her shield out and flashed it. "Can I come in?"
"Uh, y-yeah, sure." He opened the door all the way, and Rhea walked in. The apartment was a total mess, and there was a clearly naked woman still asleep on the mattress. Hanging out of what looked like his laundry bin was a ratty gray hoodie, the very one that he'd been wearing when he stopped a drug store robbery by throwing the perp a solid 20 feet through a window.
"Grant Youngman. My name is Inspector Rhiannon Stone, though I'm sure you knew that." Rhea turned back to face Grant, who was pulling a shirt on. "I'm afraid I have to make you an ultimatum."
"Uh, what kind of ultimatum?" Grant asked, clearly nervous.
"Either you fill out this paperwork and complete the process to become a authorized holder of a Special Apprehensions License," Rhea held up a manila envelope in her hand for emphasis. "Or I'll have to arrest you for meta-vigilantism and throw you into Forrester."
"Uh, do I actually have to, y'know, do all that hero shit?" Grant was taking a moment to find his words.
"No, you are not required to operate as a meta-vigilante. However, if you choose to do so, once you have a license you will be entitled to a bounty for every criminal you apprehend." Rhea explained. The woman on his bed stirred, groaning softly.
"Uh, okay. Sure." Grant held out a hand, and Rhea handed him the envelope.
"Postage is paid for, and the address of the MCD is printed already. Just write in your return address, fill out the forms inside, and mail it to us within a week." Rhea walked past Grant, opening the door to his apartment and leaving Grant standing in his apartment, holding the forms to become a superhero.
